This handbook has its roots in "The EAC Handbook," which was published by the Pennsylvania Environmental Council from 1996 to 2014. For the 2021 edition of the handbook, WeConservePA used and rewrote portions of this earlier material and created extensive new content. WeConservePA revised some sections of the handbook in 2026.
